چکیده

نظم و انضباط اجتماعی، به‌عنوان یکی از ارکان بنیادین جامعه‌ی بالنده و پویا، ریشه در تربیت صحیح نسل آینده دارد. ازاین‌رو، هدایت رفتارهای اجتماعی کودکان و نوجوانان مطابق با آموزه‌های دینی، قوانین حکومت اسلامی، فرهنگ بومی و سنت‌های اصیل جامعه، ضرورتی انکارناپذیر به‌شمار می‌رود. فاصله‌گرفتن از هنجارهای مشروع و مقبول، موجب بروز بسیاری از آسیب‌ها و ناهنجاری‌های اجتماعی شده و جامعه را با مشکلات بی‌شماری مواجه می‌سازد. در این میان، پرورش نظم و انضباط در نسل نو، نه‌تنها ضرورتی اجتماعی، بلکه تکلیفی شرعی بر عهده‌ی حکومت اسلامی تلقی می‌شود. پرسش اصلی آن است که حکومت اسلامی چه وظایفی در قبال تحقق نظم و انضباط اجتماعی در کودکان و نوجوانان دارد؟ این پژوهش با روش توصیفی‑تحلیلی و با استناد به آیات و روایات، به بررسی تکلیف شرعی حکومت اسلامی و ابعاد این مسئولیت پرداخته است. یافته‌ها نشان می‌دهند که ایفای این وظیفه مستلزم سیاست‌گذاری هدفمند، بهره‌گیری از ظرفیت خانواده، مدرسه و نهادهای فرهنگی‑مذهبی، و توجه همه‌جانبه به مسائل دینی، فرهنگی، اقتصادی و اجتماعی است. برخی از این وظایف در قلمرو واجبات شرعی قرار دارند و انجام آن‌ها بر حکومت اسلامی واجب است و دیگر موارد نیز دارای اولویت و رجحان عرفی و دینی هستند.

چکیده [English]

Objective:Social order and discipline, as one of the fundamental pillars of a flourishing and dynamic society, are rooted in the proper education of the future generation. Therefore, guiding the social behaviors of children and adolescents in accordance with religious teachings, the laws of the Islamic government, indigenous culture, and the authentic traditions of society is an undeniable necessity. Deviation from legitimate and accepted norms leads to many social harms and anomalies and confronts society with countless problems. In the meantime, fostering order and discipline in the new generation is not only a social necessity but also a religious duty upon the Islamic government. The main question is, what are the duties of the Islamic government towards realizing social order and discipline in children and adolescents?
Method:This research, using a descriptive-analytical method and citing verses and narrations, has examined the religious duty of the Islamic government and the dimensions of this responsibility.
Results: The findings show that fulfilling this duty requires targeted policymaking, utilizing the capacity of the family, school, and cultural-religious institutions, and comprehensive attention to religious, cultural, economic, and social issues.
Conclusion:Some of these duties fall within the realm of religious obligations, and performing them is obligatory upon the Islamic government, while other cases also have conventional and religious priority and preference
